At the request of the UNBA Committee on protection of advocates’ rights, certain detention facilities will open rooms for meetings of advocates with their clients

Following the preliminary arrangements for provision of rooms for work with clients with computers, office equipment and legal literature, which were reached during the round table organized by the UNBA Committee on protection of advocates’ professional rights and guarantees and the Department of ensuring protection of human rights at the National Police of Ukraine, the participants examined a possibility of allocation of separate premises at detention facilities of the police.

According to information from the main offices of the National Police in the regions and Kyiv, the following detention facilities have a possibility to allocate such premises with the abovementioned equipment:

Detention Facility No. 1 (Mariupol), Detention Facility No. 2 (Volnovaha), Detention Facility No. 5 (Druzhkivka), Detention Facility No. 6 (Kramatorsk), Detention Facility No. 7 (Slovyansk), Detention Facility No. 1 (Slavutych), Detention Facility No. 3 (Brovary), Detention Facility No. 4 (Borodyanka), Detention Facility No. 5 (Boyarka), Detention Facility No. 7 (Vasylkiv), Detention Facility No. 9 (Bila Tserkva); Kyiv City Detention Facility; Detention Facility No. 1 (Severodonetsk, new building); Detention Facility No. 1 (Sumy), Detention Facility No. 2 (Shostka) and Detention Facility No. 4 (Konotop).

Due to a limited number of premises in other detention facilities, the National Police proposes that the advocates use the rooms for conduct of investigative acts.

It will be recalled that on 21 February 2017 a round table on "Implementation of changes to the internal regulations of detention facilities" was held. It was attended by representatives of the Prosecutor General’s Office of Ukraine, Ministry of Justice of Ukraine, Committee on the Liquidation of the SPSU, National Police, Office of the Verkhovna Rada of Ukraine on Human Rights and representatives of the UNBA Committee on protection of advocates’ rights and professional guarantees and Committee on protection of human rights. The purpose of the round table was to elaborate changes in the work of penitentiary institutions in accordance with European legal standards.
