The Bar Council of Ukraine has revoked the decisions of a number of regional bar councils on issuing of the certificates of the right to practice law that were issued based on the documents of the Kyiv City Qualification and Disciplinary Commission of the Bar. By the BCU’s decision, the KCQDCB was previously recognized illegitimate and having no status of the bar self-government body. The Conference of Advocates of a Region has established the Qualification and Disciplinary Commission of the Bar and elected its new composition. Thus, the certificates of passing the qualification exam, issued by any body other than the QDCB of Kyiv City (established on October 8, 2016), are considered to be illegitimate.

The BCU has also prohibited the first and second level administrators from entering into the URAU the information based on the aforementioned documents.

The regional bar councils are also recommended to pay particular attention to the documents issued as a certificate of passing the qualification exam at KCQDCB.

The qualification exams in Kyiv City are administered by the Qualification and Disciplinary Commission located at 6 Yaroslavska Street.
