Kyiv advocates urged the Verkhovna Rada not to support the draft law No. 9055 |

The Kyiv City Bar Conference appealed to the Verkhovna Rada to return the draft law No. 9055 "On Advocacy and Advocacy" to the subject legislative initiative. The resolution was passed to the Parliament on January 28 during a conference of advocates of the capital. We recall that in September 2018 the Kyiv City Bar Council as a regional body of advocates self-government appealed to the Verkhovna Rada of Ukraine, heads of parliamentary fractions and committees, non-fractional People’s Deputies for the inadmissibility of bar reform based on the draft law No. 9055. The resolution of the KBC stated that the adoption of the draft law No. 9055 would contradict the general logic of the Europe-oriented course of Ukraine, numerous international documents and, in fact, the Strategy of reforming of judicial system, legal proceedings and adjacent legal institutions for 2015-2020, approved by the Decree of the President of Ukraine No. 276 of May 20, 2015. In particular, the draft law No. 9055 offset European standards, including standards of independent bar self-government, as well as "makes it impossible to protect the rights, freedoms and interests of individuals by advocates independent of political will." On January 28, the Kyiv City Bar Conference also elected delegates to the 2019 Congress of Advocates of Ukraine, scheduled for February 15-16, 2019; as well as approved the reports of the head of the Council and the Kyiv Bar Qualification and Disciplinary Commission; conclusions of the Kyiv City Bar Audit Commission and a representative of the Kyiv City Bar Association as part of the Bar Council of Ukraine, etc. The decision on convening and organizing a conference of advocates of the capital can be reviewed here.
