A new competition for FLA advocates has begun |

![]() A competition has been announced to select advocates who will be involved in providing free secondary legal aid. It will last until December 8, 2025, throughout Ukraine, except for Donetsk, Luhansk regions, and the Autonomous Republic of Crimea. Order of the Coordination Center for Legal Aid dated October 2, 2025, No. 41, has been published on the agency's website. Advocates whose information is entered in the Unified Register of Advocates of Ukraine may participate in the competition. To participate in the competition, advocates must register by November 5, fill out a questionnaire and biographical information, focusing on their legal activities, provide their email address, and upload copies of documents. The CC reminds that documents (application, consent to the processing of personal data, copies of the certificate of the right to practice as an advocate and passport, motivation letter) must comply with the Procedure and conditions for the competition for the selection of advocates involved in providing free secondary legal aid (Cabinet of Ministers Resolution No. 1362 of December 28, 2011). After registration, the advocate will receive a notification that the application has been accepted for processing. If the documents are found to be non-compliant with the established requirements, the registration procedure for participation in the competition can be repeated within the registration period. From November 11 to 16, candidates must complete a distance learning course entitled «Introduction to the system of providing free legal aid» and complete test assignments that are evaluated automatically. Starting November 18, the competition commissions will begin to process and evaluate the submitted documents. The evaluation criteria will be the length of experience as an advocate, the presence or absence of disciplinary sanctions against the advocate, and the results of the distance learning course. From November 20 to 27, candidates will have individual interviews with the competition commission. Advocates will be evaluated based on their motivation to provide FLA, communication skills, emotional balance, and ability to provide examples of legal assistance. The CC promises to publish the results of the competition on December 22 on the website of the FLA system. They can be checked in the Register of Advocates section. Advocates who pass the competition will be involved in providing free legal aid on the basis of a contract, in accordance with the Procedure and conditions for concluding contracts with advocates who provide free secondary legal aid, approved by the Cabinet of Ministers' Resolution No. 8 of January 11, 2012. |
