The UNBA is developing rules for attracting investment in reconstruction

Advocacy can make a significant contribution to shaping the legal and institutional framework for the country's recovery after the end of hostilities, combining theoretical training with practical experience.

This was emphasized by the chairman of the UNBA Committee on investment and privatization Andriy Shabelnikov, during the committee's latest meeting on the role of advocacy in Ukraine's post-war recovery and the formation of a competitive investment environment.

The keynote speech was delivered by Committee member Igor Gorbachev, who presented the concept of post-war recovery and outlined the key areas of work aimed at creating a competitive and attractive investment environment. The speaker drew particular attention to the need to involve other relevant committees of the UNBA, as well as industry and professional associations, in the development of specific areas.

Following the discussion, the meeting participants supported the initiative to launch a relevant project and confirmed their readiness to participate in its implementation. It is expected that the proposals developed can be used in the formation of state policy in the field of post-war recovery, in particular in terms of creating conditions for attracting investment.

«Ukraine has strong investment potential, but for a large investor, it is not the list of rules that is decisive, but the predictability of their application and the real protection of rights in practice. We see tools for reducing risks, including insurance against military and political risks and tax incentives, as well as updating the rules of public-private partnerships, which should simplify procedures and provide investors with stable contractual terms. At the same time, the most vulnerable area is administrative and criminal pressure: formal proceedings, asset seizures, and «urgent» searches. That is why our task, together with other relevant Committees and professional associations, is to prepare practical proposals that will make the rules of the game clear, stable, and protected from abuse», - commented A. Shabelnikov on the results of the meeting.
