Appeals by NGOs and advocates' access to the SLC were discussed with the State Geocadastre

Advocates’ access to data from the State Land Cadastre remains limited: there is no separate access, and a court order is required to obtain coordinates. At the same time, the functionality for generating extracts from the State Land Cadastre as of a specific date still needs further refinement. The State Geocadastre is working on this.

This was discussed on August 18, 2026, during an online roundtable titled «Current issues in the operation of the State Land Cadastre», organized by the State Geocadastre and the UNBA Committee on agrarian, land and environmental law. The event was moderated by the Committee chairma Viktor Kobyliansky.

As a reminder, in June 2025, the State Geocadastre introduced the ability to store the NGO values for a specific date in the cadastre. The Cabinet of Ministers recently introduced changes to the methodology for determining the agricultural productivity of land plots. Specifically, Resolution No. 495 dated April 20, 2026, requires that the application form specify the date for which the agricultural productivity must be calculated including for past periods and updated the format of the extract, and by Resolution No. 676 dated May 27, 2026, the Government clarified the rules for applying certain coefficients and the possibility of determining agricultural soil groups based on the results of soil surveys.

Deputy head of the Land Market and Valuation Department at the State Geocadastre Serhiy Prokopenko spoke about the application of the updated methodology for normative monetary valuation and the preparation of extracts. A member of the UNBA Committee Andriy Sutkovyi presented court practice regarding appeals of the normative monetary valuation.

Participants discussed obtaining an extract when technical documentation for the normative monetary valuation had not been developed or approved, the application of the Methodology without developing new technical documentation, and the possibility of preparing an expanded extract specifying the coefficients used in the calculation.

A separate session focused on the State Fund of Land Management and Land Valuation Documentation. Director of the Department of land management, use and protection at the State Geocadastre Olga Savchenko explained the procedure for obtaining materials from the Fund. Participants considered possible courses of action in cases where the necessary documentation is missing from the Fund, as well as a proposal to automatically transfer documentation submitted to the state cadastral registrar to the Fund.

During the discussion of advocates’ access to cadastral data, the deputy chairman of the State Geocadastre Ihor Kyryliuk noted that the law does not provide for separate access to the State Cadastral Register for advocates. Participants considered the possibility of introducing such access and utilizing the existing electronic services of the State Geocadastre.

The discussion also touched on the resumption of the Public Cadastral Map. According to representatives of the State Geocadastre, a draft resolution on this matter is currently under review by central executive authorities. At the same time, law enforcement agencies do not support making cadastral data publicly available due to security risks during wartime.

During martial law, materials from the State Land Management Documentation Fund are provided in response to attorneys’ requests without the coordinates of the boundary points of land parcels. The participants noted that a court order is required to obtain such information.

Chairman of the State Geocadastre Dmytro Makarenko also announced that, within the limits of its funding, the agency plans to improve the cadastre’s software, particularly the functionality for providing extracts of the normative monetary valuation of land parcels.
