Prosecutor General Ruslan Kravchenko issued order No. 405 of December 23, 2025, on the appointment of members of the Competition Commission, which will select candidates for vacant administrative positions in the Specialized Anti-Corruption Prosecutor's Office (SAPO).

The commission includes advocate, chairman of the UNBA Committee on lobbying and spokesperson for the Ukrainian National Bar Association Oleksiy Shevchuk. His candidacy was determined directly by the Prosecutor General on the basis of Article 29-1 of the Law of Ukraine «On the Prosecutor's Office».

The document states that the decision to appoint Oleksiy Shevchuk was made due to the insufficient number of candidates proposed by the Council of Prosecutors of Ukraine. Thus, O. Shevchuk has been involved in the work of the commission to ensure its authority and compliance with the requirements of the law regarding the organization of competitive procedures.

The involvement of the chairman of the UNBA Committee in the selection process for the SAPO leadership underscores the importance of the professional expertise of the legal community in matters of building an anti-corruption vertical, even in cases where appointments are made under the quota of the prosecutor's office.

At the same time, the Ukrainian National Bar Association, as the only professional organization uniting the Ukrainian advocacy community, emphasizes that any pressure on advocates, as well as their identification with clients, is unacceptable and contrary to the basic guarantees of the right to defense.

The UNBA welcomes the decision of the Council of Prosecutors of Ukraine and the Prosecutor General to appoint the spokesperson of the Ukrainian National Bar Association to the competition commission authorized to select candidates from among prosecutors for vacant administrative positions in the Specialized Anti-Corruption Prosecutor's Office.

At the same time, the UNBA emphasizes that any media attacks, discrediting campaigns, and dissemination of inaccurate information about candidates are unacceptable, undermine confidence in competitive procedures, and contradict the democratic principles of civil society.

The Ukrainian National Bar Association calls for ensuring that no external pressure is exerted on the self-governing bodies of the prosecutor's office and the Prosecutor General so that the activities of the competition commission are conducted independently, transparently, and impartially.
