Servicemembers of the National Guard, their family members, and veterans are to receive additional legal tools to protect their rights, while the National Guard’s legal services will receive methodological and expert support.

The National Guard of Ukraine and the Ukrainian National Bar Association have signed a memorandum of cooperation.

The document provides for joint activities by the parties in the area of social and legal protection for the personnel of the National Guard of Ukraine and their family members, legal support for post-war recovery, as well as ensuring the protection of the rights of victims of military aggression by developing compensation mechanisms and legal instruments for redressing the harm caused.

A significant area of cooperation is legislative and expert work. The parties plan to jointly prepare proposals for draft laws and subordinate legislation on issues related to military service, social and legal protection of military personnel and their families, as well as participate in the preparation of expert opinions on the protection of the rights of persons affected by military aggression, particularly regarding the assessment of damages, the development of compensation mechanisms, international reparations, and the legal framework for financing post-war reconstruction.

The parties also agreed to hold joint seminars, training sessions, roundtables, webinars, professional forums, and information campaigns aimed at strengthening the professional and legal capacity of the National Guard, disseminating legal knowledge, and developing practical approaches to protecting the rights of military personnel and their families.

Another area of cooperation is legal support for the implementation of EU standards in areas related to the activities of the National Guard of Ukraine, post-war reconstruction, and the alignment of national legislation with the acquis communautaire.

Coordination of cooperation on behalf of the UNBA will be carried out by the chairman of the UNBA Committee on the protection of victims of armed aggression against Ukraine, compensation mechanisms and European integration legal support for recovery Andriy Yermak.
