Six new advocates appear in Ukraine every day — statistics

There are almost 72,100 advocates in Ukraine. Since the end of May alone, 791 advocates have joined the national defense institute — on average, six advocates per day receive a certificate of entitlement to practice as an advocate.

These official figures from the Unified Register of Advocates of Ukraine were announced at a meeting of the Bar Council of Ukraine by the Vice President of the UNBA, BCU Valentin Gvozdiy.

He also noted that among the total number of practicing advocates — those whose activities have not been suspended for various reasons — there are 47,800. It is noteworthy that 47,250 of them are users of the electronic office on the UNBA website, which indicates a high level of interest among colleagues in digital services.

V. Gvozdiy also noted a trend of a significant reduction in the «migration» of advocates. According to him, in 2025, about 190 extracts were issued for changing the region of activity.

The personnel reserve at the entrance to the profession is estimated at about 5,000 people (more than 1,000 interns and almost 4,000 assistants). Therefore, in the event of their further certification and practice, the number of active advocates may exceed 50,000.

Among other things, the Vice President of the UNBA, BCU said that as part of a project supported by the International Bar Association (IBA), the digitization of archives is ongoing: between August 2024 and October 2025, 14,979 personal files were converted into electronic form. Most of them were formed after 2012. V. Gvozdiy called on the regions to speed up work in this direction, if necessary, to attract additional funding and ensure proper interaction with archival institutions.
