The subgroup on European integration held its inaugural meeting
On March 5, the Ukrainian National Bar Association hosted a meeting of the subgroup of the Working Group on the implementation of the Roadmap on the rule of law in terms of reforming the advocacy sector, entitled «European integration, international practice and digitalization».
The meeting was of an inaugural nature and focused on determining the format of the subgroup's work, the procedure for preparing materials, and the method of their further consolidation within the overall process of implementing the Roadmap. The participants separately discussed how to organize the work so that future developments would combine European approaches, international experience, and the practical needs of professional activity in the context of the development of digital services.
During the discussion, attention was drawn to the fact that a ramified digital infrastructure is already functioning in the bar self-government, which is of interest to professional communities in other countries. In this context, they explored how the subgroup could maintain a balance between framework regulations at the level of the law and details at the level of self-governing acts in its future work in order to preserve flexibility and not «halt» the development of services.
The participants also discussed the issue of security and protection of personal data, taking into account EU standards, and the need to consider the risks of unauthorized use of information from URAU. At the same time, they identified the need to coordinate the subgroup's approaches with the work of other thematic areas of the Working Group so that digital solutions and European integration guidelines are synchronized in a single package of developments.
The roadmap on the rule of law was approved by Cabinet of Ministers Resolution No. 475-r of May 14, 2025. Among the tasks set out in the document is the preparation of a draft law on improving the legal regulation of the legal profession by the fourth quarter of 2026. By Decision No. 125 of the BCU dated December 12, 2025, the Program for the implementation of the Roadmap in terms of reforming the advocacy sector was approved and a working group was established.
