Families of servicemembers who are missing in action, held captive, or have died while defending Ukraine often have to navigate multiple legal proceedings simultaneously. To do so, it is important to understand which authorities to contact, what documents to gather, and what social protections are provided by law.

The Committee of the Ukrainian National Bar Association on the protection of victims of armed aggression against Ukraine, compensation mechanisms and European integration legal support for recovery has prepared the second edition of Guidelines for families of missing, captured and deceased servicemen.

The publication has a practical format and is structured as a set of step-by-step guides for specific situations: In addition to legal explanations, the publication contains tools for directly contacting the relevant authorities. The text includes QR codes and active links to official websites, online portals, online application forms, downloadable documents, and other services that may be needed by families of missing, captured, and deceased servicemen.

  • What to do if a servicemember goes missing under special circumstances;
  • A servicemember in captivity: what to do and where to turn;
  • Financial support for family members of missing servicemembers: who is eligible and in what amounts;
  • Custody of property belonging to missing persons: what you need to know;
  • Declaring a person deceased: procedure and consequences;
  • How to link a servicemember’s death to the defense of the homeland: a step-by-step guide for the family;
  • One-time financial assistance for families of servicemembers killed (deceased) while defending the homeland: from A to Z;
  • Who is eligible to receive a one-time cash benefit;
  • Benefits for family members of fallen military personnel: what is available and how to obtain them.

All summaries, guides, and checklists are available on the association’s website in the section on instructional materials.
