The Bar Council of Ukraine announces the start of accepting documents from candidates who wish to be elected to the Competition Commission for the selection of members of the High Qualification Commission of Judges under the BCU quota.

The relevant decision was adopted during an extraordinary meeting of the BCU on July 25.

The High Council of Justice had adopted a decision on the eve of the start of the competition for vacant positions of CC members.

We would like to remind you that, according to Article 95-1 of the Law of Ukraine «On the judicial system and status of judges», the CC is an auxiliary body of the High Council of Justice, formed to conduct a competition for the position of member of the High Qualification Commission of Judges and to form a list of candidates for the position of member of the High Qualification Commission of Judges.

The CC consists of three persons from among judges or retired judges proposed by the Council of Judges of Ukraine, and one person proposed by the Council of Prosecutors of Ukraine, the BCU, and the National Academy of Legal Sciences of Ukraine represented by its Presidium. These institutions are the bodies responsible for forming the CC — each body proposes at least two candidates to the HQC for consideration or agrees on a joint list of candidates. The HQC appoints CC members from among the persons proposed by the bodies responsible for forming the CC.

The entities forming the CC propose candidates for its membership according to the established quota within twenty days from the date of publication of the announcement (July 24) on the HQC website about the start of the selection process.

Taking into account the deadlines and requirements of the HQC, candidates who wish to be elected to the Selection Committee for the selection of members of the High Qualification Commission of Judges under the BCU quota must submit a package of documents by August 9, a complete list of which can be found in the BCU decision No. 78 dated July 25, 2025, «On the nomination of candidates for membership of the Competition Committee for the selection of members of the High Qualification Commission of Judges under the quota of the Bar Council of Ukraine».

Documents shall be submitted in electronic form to the official email address of the UNBA with a qualified electronic digital signature.

A working group consisting of BCU members and UNBA secretariat staff will review the candidates' documents, after which the BCU will consider the candidates' documents by August 12, summarize the selection results, decide on the candidates to be nominated under the BCU quota, and send the relevant decision to the High Council of Justice.
