UNBA signed a Memorandum of Cooperation with the Ukrainian Parliament Commissioner for Human Rights (Ombudsman)
Lidiya Izovitova, the UNBA President, and Dmytro Lubinets, the Ukrainian Parliament Commissioner for Human Rights, signed a Memorandum of Cooperation.
The document was concluded on April 6, 2023 with the aim of joining efforts aimed at preventing violations of human rights and freedoms, raising awareness of citizens about obtaining legal aid, and lawyers - about ensuring the quality of legal aid.
The UNBA and the Ukrainian Parliament Commissioner for Human Rights agreed to organize and conduct joint meetings, round tables, seminars, conferences, educational lectures and training programs, which will result in publications.
The Memorandum will also include expert examinations of draft laws and other regulatory acts that regulate the organization and activities of the bar in protecting human rights and freedoms, improving the legal regulation of legal aid, etc.

How will the group responsible for implementing the Roadmap for advocacy operate?
The working group on the implementation of the Roadmap on the rule of law in the area of advocacy will operate at several levels: plenary meetings as a platform for adopting framework decisions, a coordination bureau for compiling documents and calendar control, and thematic subgroups for preparing norms and their justification. International experts will verify the results against European standards and «red lines».

The Roadmap on the Rule of Law is not a basis for restructuring the model of advocacy, but a framework for verifying and improving the already European-oriented system. At the same time, part of the work has already been done, so further progress should be made in the form of coordinated and practical decisions.
