The UNBA took part in the presentation of the Council of Europe Action Plan for 2023-2026
On April 24, 2023, a presentation of the Council of Europe Action Plan for Ukraine for 2023-2026, which reflects the plans for cooperation between the Council of Europe and Ukraine, was held in Kyiv.
Representatives of the Ukrainian National Bar Association attended the event. The plan was developed jointly with the Ukrainian authorities to support the country's recovery. The proposed measures are based on the Council of Europe standards. They are aimed at supporting the reconstruction and economic recovery process in Ukraine to strengthen the resilience of Ukrainian state institutions, enhance democratic governance and the rule of law, and protect the fundamental rights of citizens.
The Ukrainian National Bar Association has expressed its readiness to cooperate with the Council of Europe to implement this Action Plan, an essential step towards consolidating the rule of law and strengthening democratic institutions in Ukraine. The EBA plans to work actively in the following areas: promoting legal reforms in Ukraine that promote the rule of law, human rights protection, and strengthening of democratic institutions; cooperation with the Council of Europe in the framework of initiatives related to access to justice, protection of minority rights, prevention of torture and ill-treatment; promoting the development of legal education and training in Ukraine. Particular attention is paid to the development of legal education and training, taking into account the capabilities of the Higher School of Advocacy of the Ukrainian National Bar Association and the active work of the UNBA Committees.
It is important to note that the Action Plan envisages four years of cooperation and provides the flexibility necessary to respond to changing needs in the current volatile and high-risk environment. This will allow for more effective coordination of efforts and achievement of the set goals in line with Council of Europe standards.
To summarize, the Council of Europe Action Plan for Ukraine is an important step towards consolidating the rule of law and strengthening democratic institutions. The Ukrainian National Bar Association is ready to actively cooperate with the Council of Europe representatives to implement the proposed measures.
