Predictability and investment protection: lessons from the project for the Kryvyi Rih district
Investors primarily evaluate three things: predictability of decisions, protection of investments, and efficiency of procedures. In many communities, these conditions are still being developed, so every step an investor takes is associated with additional legal and financial risks.
This was emphasized by Andriy Shabelnikov, chairman of the UNBA Committee on investment and privatization, during his speech at the conference «Kryvyi Rih 250: a regional growth pole in the context of Ukraine's recovery and reconstruction».
The event, which took place on November 28 in Kyiv, brought together representatives of the governments of Luxembourg and Ukraine, international donors, investors, and the community of the Kryvyi Rih district. The key panel discussion, «Rural development and agriculture», focused on the search for real tools to strengthen the region's economy, cooperation between communities and businesses, opportunities for the agricultural sector, prospects for investment projects, the development of cooperation and value chains, the participation of women in decision-making, as well as the key challenges and potential of the region.
According to A. Shabelnikov, initiatives such as the project financed by the Grand Duchy of Luxembourg can serve as a prime example of how to build an effective investment model at the local level.
Luxembourg is allocating about 1% of its GDP to the program — an exceptional example of bilateral support in terms of scale. The project focuses on education, support for entrepreneurship, inclusiveness, child safety, energy sustainability, professional development of local authorities, and the development of management competencies in line with Ukraine's European integration commitments.
«The Luxembourg initiative to demonstrate how a transparent and effective investment model works in a specific community is extremely valuable. This is a case that can set a benchmark for the whole country», - he said.
